Verse 9

Now those who were with me saw the light, but did not understand the voice of the One who was speaking to me.

It takes personal encounter and revelation to know God and be called according to His purpose.

The people with Paul heard the voice but couldn't understand. That experience was for Saul alone. More than hearing, it is personal encounter and revelation that establishes our salvation in Christ Jesus.
