Shockman is a platform game released for the TurboGrafx-16 in 1992. The Japanese title is "Kaizou Chouin Shuibinman 2: Aratanaru Teki". In Japan the game was part of a series but Shockman was the only one in the series released in North America.

Shockman is a pretty average platform game. It has decent graphics and level design and if you are looking for a game in this genre on the TG-16 then it isn't a bad choice. The game was also released on the Wii's Virtual Console in 2007. As of 2014 it is also available on the Wii U's Virtual Console but only in Japan.

This was one of the titles that NEC/TTI got right. Too bad it was too little too late for the console in North America. Gamers had already made their choice between the Sega Genesis and the Super Nintendo by the time Shockman was released - even magazines of the time were giving less and less TG-16 coverage.

If only NEC Japan had worked WITH NEC USA rather than against them.

Another thing that they did better than anyone else at the time (and by anyone, I really mean Sega) was CD gaming. The problem was that CD-ROM drives were so expensive at the time that this wasn't a significant enough factor.

I agree, NEC was better at CD-ROM games, at least early on because they focused on actual games that fans wanted. Scrolling shooters, brawlers, etc Sega lost sight of what brought them to the dance and started pushing Full Motion Video (while I like the genre, I understand I am in the minority here) rather than pushing more shooters, action games, run and jump, run and gun, etc.

I wanted this game when it first came out, but finding TG16 games where I lived was pretty difficult. It looked a lot like the closest thing you could find to Mega Man on the Turbo.

Yes, it has a lot of similarities to Mega Man. I missed this one when it first came out but then I didn't have a TurboGrafx-16 until it was discounted at Toys R Us for $49.
