I think we need a new development team.

Not possible given the 'premine' (ninja-mine). That's the nature of premined (instamined/ninjamined/ICOd,etc.) cryptocurrencies. It imposes an inherent and unaccountable centralization on development in the form of who holds the premine. The only recourse is to leave.

Couldn't a new development team fork the chain leaving out the main accounts in the way and creating a new system to pay developers? Such as the one Dash has?

Good idea, at least partially. Much of the original premine is already sold or moved to different accounts and can't be easily recovered that way. To the extent that it is moved to new accounts and not erased by a fork it would free ride on new development. Still may be worth it overall, especially given the observed (at least short term) success of Bitcoin forks in the market.
