Rulers must fear God explains the Bible, on that depends the stability and the future of a kingdom, if a king or ruler does not fear the Lord, he automatically becomes a tyrant; and a proof of this were the dynasties of the kingdoms of Israel and Judah in the old testament. The spiritual gift of fear of God is constancy, firmness, devotion, equanimity, and stability.
Men have to choose between serving God and his wisdom or serving riches, and rulers do not escape this choice. When in the government of one person the ruler serves the truth and fears the Lord, that ruler becomes a king and an ambassador of the Lord, like King Solomon and King David, who with their extraordinary actions inspired an entire nation (Israel) and also they pleased God, receiving all kinds of blessings from above.
That is why the Bible in the Book of Deuteronomy explains to us: "When you enter the land the LORD your God is giving you and have taken possession of it and settled in it, and you say, ´Let us set a king over us like all the nations around us,´ be sure to appoint over you a king the LORD your God chooses" Deuteronomy 17:14-15.
With this, the book of Deuteronomy required that the kings to be such should have the approval of the prophets and priests, God communicated his thoughts to the people and the kings through them. And with the purpose to make the rulers real kings, they had to be educated in the law and the fear of God, teach to us the Book of Deuteronomy: "When he takes the throne of his kingdom, he is to write for himself on a scroll a copy of this law, taken from that of the Levitical priests. It is to be with him, and he is to read it all the days of his life so that he may learn to revere the LORD his God and follow carefully all the words of this law and these decrees and not consider himself better than his fellow Israelites and turn from the law to the right or to the left" Deuteronomy 17:18-20.
