Russian Published a Draft of Cryptocurrenly Regulation

Russian Finance Ministry and Bank of Russia published a joint project that does not legalize crypto-currencies as a method of payment in Russian Federation. At the same time, according to Russian Finance Minister Alexey Moiseyev,  crypto-currencies could be purchased and exchanged to other assets, including as a investment to purchase ICOs. 

The project rejects creation of Russian Crypto-Ruble as unnecessary from the macro-economics prospective, but at the same time they see a possibility of creating a "universal crypto-currency" within BRICS (Brazil, Russia, India, China and South Africa) and EAU (East Asian Economic Union).

As for mining, the project proposes the tax "industrial" miners the same ways they tax entrepreneurs. Individuals  are not prohibited to mine crypto-currencies but they need to be registered with the state.
