IS Antminer S9 The Best Bitcoin Mining Hardware?

Since Antminer S9 gives the highest hashrate of around 14 TeraHash/Sec & efficiency of ~0.1 Joule per GH/s.
Of-course power cost depends on location but still with ever increasing price of bitcoin even people living at places with little expensive electricity are making profit from this S9 miner.
Even though it consumes 300 watt more than S7 but still is twice as efficient compared to Antminer S7 due to the fact that it uses about 0.1 Joules per Gigahash.
Also S9 is a bit quieter when compared to other miners such as the S7. S9 is little bit expensive but still can we say it is one of the best bitcoin miner available?
