Yea I liked that idea! Would just have to find ways to prevent people from gaming it... I added a comment with a few suggestions. I think it could work, especially if you required different things and even scaled in reputation based votes/unvotes/downvotes to assist in stopping hacks of any sort.

Pokemon Go is dangerous for many governments.
People stop playing at home via easy to control internet. People start walking outside, meet each other and slowly build new level of communications and society.
Some of government will be try forbid pokemon hunting as illegal collection. Others try to register or block sale cheap prepaid card with internet (anonymous) for the fake reason fighting against terrorism.
They can't stop this change in society. After pokemon - will come a lot of new outdoor games. And governments could lose mass control..
