When the word "militia" is used, that's talking about you and me. DC vs. Heller maintained that the Second Amendment assured the individual right to bear arms. The word "regulated" doesn't mean "regulated by the government" in the way that we think about economic regulations nowadays.
Even more bluntly, the Second Amendment isn't about shooting deer -- it is about shooting people. It's about the security of a free state. Deer and elk aren't threats to the security of a free state. People are threats to the security of a free state.
My problem with the NRA is that it's basically a club of Fudds and Tim Walzes who claim to be pro-2A because they hunt pheasant. Pheasants aren't threats to the security of a free state.
Whether we're defending these United States Red Dawn style against a foreign invader, or defending ourselves against our own government in the event that we elect "Literally Hitler", we're fighting a standing army of men.
That's what the Second Amendment is about. It's not about shooting a fucking deer.
