How is direct slavery pulled off in modern times?

Welcome to the geographical location known as Marion County, Florida. What was originally supposed to be the home of Disney is now largely retired folks. It is a popular growing city and has a significant number of “snowbirds” every year. What it doesn’t have is a large population of human beings between 20 and 40 years old. If you just so happen to be in the small percent of humans in the aforementioned age range and you have even the slightest run-in with the law… you will likely be subjected to modern day slavery.
For years this is how it went.
A Judge in Marion county owns property directly related to the jail. Judge John E Futch owns the land the jail sits on and earns rent by leasing the property to the jail. He also owns farmland next to the jail that the inmates farm, which Judge Futch then turns around and sells what has been farmed back to the jail, however, this food largely goes to feed the staff NOT the inmates. The inmates are put on very strict carb saturated diet, while what is being farmed is vegetables. Even whole pigs are slaughtered by inmates to feed to the staff only. The vegetables the inmates receive is largely canned. If the inmates preparing the food are seen eating it they will be punished for doing so.
Needless to say, defendants going before this judge in the strapping age range were often sentenced to 364 days just shy of a prison number in which case the prisoner would eventually be housed elsewhere. 364 days to work on the farm. To add insult to injury there had been a reinstatement of an old law requiring inmates to pay $50.00 dollars a day for every day they were sentenced. Once they completed their sentence they were handed a hefty bill that if left unpaid would go against their credit report potentially affecting future housing. I know what some of you must be thinking… “The inmates on the farm MUST be getting paid, right?” Why yes, yes they are, $2.00 a day.
Judge Futch Retired back in 2013 pending an FBI investigation into the fuckery that is the Marion County “Just-Us” System. I’m sure you can imagine what happens when the government investigates itself… Yeah….
He still, however, owns the land and the racket with the food that the prison slave labor produces.
To make these matters worse during the same overlapping time period the Marion County Sheriff Chris Blair was indicted on charges of ordering what was essentially a human money racket. Police officers were penalized if they didn't continually 'up' the number of arrests and tickets they were giving out. Then as they stand in front of Futch on a first time misdemeanor they were almost certain to receive jail time. One can only guess if the two were in cahoots but it certainly looks that way.
