In the first world war, the tsarist regime banned vodka with the thought of more sober soldiers. However, the sale of vodka had been a state monopoly, and the scale so large that the tax brought in nearly 20% of the state's income.
To make up the difference, they had to borrow and print more money, leading to rampant inflation and financial instability that laid the groundwork for the tankies taking over. In, of course, the October Revolution.
