From 1 June, modified football rules will apply worldwide. The International Football Association Board (IFAB), which alone is entitled to make adjustments, wants to make the game "even more attractive and fairer" with this year's innovations. Will that succeed? A ramble through the (11) most important changed rule texts.

▪️A player who is substituted must leave the field over the next boundary

The IFAB explains: As soon as the keeper clearly "plays the ball or tries to play, he may take the ball after a failed attempt to clear his own hand without committing an offense, since there was clearly no intention to put the ball in his hand to take".

The only thing that matters is that the ball was played with the foot and moves clearly. Tests have shown that the game is "faster and smoother," said the IFAB. Furthermore, all opponents must remain outside the penalty area and keep a distance of at least 9.15 meters.

If the wall consists of three or more players, the players of the attacking team must be at least one meter away from the wall - otherwise there is an indirect free kick. So far, it was merely said that the goalkeeper must remain "on the goal line between the posts until the ball was kicked". The IFAB has now adapted, the rule was violated anyway with impunity. In the future, it will be enough if at least part of his foot is on or above the line. This was "more convenient and easier to recognize". And: "Since the player can delay the start, it is justifiable for the goalkeeper to take a step in anticipation of the shot."

The most comprehensive rule change concerns hand-play this year. New is first of all: If a hit is achieved with hand or arm, this is in principle irregular. It is enough even if the player with hand or arm in possession of the ball and so "gives a clear advantage", such as a chance to score - regardless of whether the hand was deliberately made or not.

Intentional hand games remain punishable. Regardless of intent, "as a rule" is an offense even if the player unnaturally increases his body area or if the arm is over his shoulder and touched by the ball. This also applies if the ball comes from close range. Meanwhile it is legitimate to support oneself when falling with the hand, here no hand-whistle (more) should be whistled accordingly. And even if the ball jumps from your own body or the body of any other player who is in the vicinity, on the hand or arm, the referees should no longer whistle (if not just the body surface unnaturally enlarged or the arm over the shoulder is). The ball contact is in these situations finally "often unavoidable," according to the IFAB.
