From 1 June, modified football rules will apply worldwide. The International Football Association Board (IFAB), which alone is entitled to make adjustments, wants to make the game "even more attractive and fairer" with this year's innovations. Will that succeed? A ramble through the (11) most important changed rule texts.
▪️A player who is substituted must leave the field over the next boundary
In order for the substitute "can not give time", as the IFAB explains, he must leave the field where it is the fastest - as usual for injuries - unless he is lying on a stretcher or has to fear for his safety. The Abklatschen with the substitute will therefore fall out in the normal case in the normal case.
▪ Even coaches and team officials can see yellow and red
Because such tests have been successful, team officials on or in front of the bank can be reminded, warned (yellow) or referred to the stands (red) "in unsporting behavior". If the culprit can not be found out, the deputy head coach will see the card.

The captains can either choose a side or kick off. Because the impetus of recent rule adjustments has become more "dynamic", they would often choose the latter, explains the IFAB. Win the site election? This term is no longer correct in 2019/20.

"This is to restore the advantage that existed before the interruption," writes the IFAB. So far, in theory, any number of players were allowed to fight for the referee ball, now apart from the executing player all others must keep at least four meters distance.
▪️If the referee changes the course of the game by touching the ball, there will be a referee ball
In the future, the referee will not be able to deflate: if after an official's ball touch the ball enters the goal, possession changes or an attack is launched, the game is suspended.
▪️If the goalkeeper fails to clear his attempt at clarification with his foot, he may then take the ball in his hand
The IFAB explains: As soon as the keeper clearly "plays the ball or tries to play, he may take the ball after a failed attempt to clear his own hand without committing an offense, since there was clearly no intention to put the ball in his hand to take".
▪️ Free kicks may also be executed quickly if the referee still wants to show cards
The referee can therefore show yellow and red cards in the future only at the next game interruption, when the team executes the due free kick quickly and thus comes to a scoring chance. "It would be unfair to stop this attack," says the IFAB. However, quick execution is prohibited if the referee has already "started the disciplinary procedure".

The only thing that matters is that the ball was played with the foot and moves clearly. Tests have shown that the game is "faster and smoother," said the IFAB. Furthermore, all opponents must remain outside the penalty area and keep a distance of at least 9.15 meters.
▪️Attacking players must not stand in the wall in free kicks
If the wall consists of three or more players, the players of the attacking team must be at least one meter away from the wall - otherwise there is an indirect free kick. This should curb restlessness and time-wasting. Moreover, the IFAB says, violates the previous behavior "against the nature of football and harm the reputation of the sport".
▪ goalkeepers only have to stand with one foot on or above the line
So far, it was merely said that the goalkeeper must remain "on the goal line between the posts until the ball was kicked". The IFAB has now adapted, the rule was violated anyway with impunity. In the future, it will be enough if at least part of his foot is on or above the line. This was "more convenient and easier to recognize". And: "Since the player can delay the start, it is justifiable for the goalkeeper to take a step in anticipation of the shot."
▪ Hand goals never count - and even inadvertent hand games can be punishable
The most comprehensive rule change concerns hand-play this year. New is first of all: If a hit is achieved with hand or arm, this is in principle irregular. It is enough even if the player with hand or arm in possession of the ball and so "gives a clear advantage", such as a chance to score - regardless of whether the hand was deliberately made or not.
Intentional hand games remain punishable. Regardless of intent, "as a rule" is an offense even if the player unnaturally increases his body area or if the arm is over his shoulder and touched by the ball. This also applies if the ball comes from close range. Meanwhile it is legitimate to support oneself when falling with the hand, here no hand-whistle (more) should be whistled accordingly. And even if the ball jumps from your own body or the body of any other player who is in the vicinity, on the hand or arm, the referees should no longer whistle (if not just the body surface unnaturally enlarged or the arm over the shoulder is). The ball contact is in these situations finally "often unavoidable," according to the IFAB.
