Steem still has this problem of not enough resource credits for new users. I agree that we need to fight spam, but the lack of SP is really turning people away. I’m having to send people, whose accounts I’ve manually helped them create, 5-10 Steem so they can get around this RC problem. Any word on if this is being looked into?

What's different with Steem is that users will be able to earn some
moneytokens by publishing their content.To me, earning money for "free" is utopia. People should be willing to invest "a bit", meaning buy some STEEM and power them up as this will enable them to transact on the blockchain.
The best solution is indeed to provide them with sponsorship by delegating a few SP, so they are able to get started.
Delegation is cool because you keep ownership of your STEEM. Shall you sponsor a lame duck, you are still able to remove your delegation.
