Your supposed to be able to just add the tag. The problem is the net categories don't show up in the list so your post won't be seen. This leads to people using inappropriate tags to get posts seen.

Unfortunately not. That is a big problem with tags right now. If it isn't already there they don't seem to get added to the list but do exist.
