An executive summary of what should be done for HF20. For delegation, is it that we can only delegate with our VP at 100%? Or we could do so but the delegated SP will be following the VP during the moment of delegation?

If you're not at 100%, when you delegate your VP will go down. Basically all of the "spent" VP stays with the SP you keep.
