BitUSD and STEEM USD were both developed by Dan Larimer

Dan Larimer is core developer for both BitShares (BitUSD) and STEEM.
BitShares 2.0 implemented features to avoid the BitUSD to go below parity to the USD which was successful (see video).
So, why the hell wasn`t it implemented for STEEM USD?
