What to do with 41% steem?

1. Pay some developers to improve the site.

   a) A "Welcome Desk" for new people, it's just too confusing at the moment.
   b) Add some pzaz, it's looks bare and amateurish.
   c) Improve the Wallet.
   d) Re-allow "likes"which are post-7days. Could these be kept locally and only put on the blockchain, say, once a month?

2. Decentralisation is about preventing the accumulation of power in a few hands, i.e. whales. Therefore give the 41% to the little-people and none to the whales. (IN fact, place a limit on the whales' holdings.)

3. Hold a lottery once a month for 41 months where all steemians' names go in the hat and give the winner 1%.
