Would certainly be interesting to have someone like Snowden post here, the decentralized nature of the platform should appeal to him. While sites like Steemit will probably include some censorship of content, the blockchain will not and the content will always be there for posterity.

Why Snowden? Does Snowden have a high Qscore? If there is no quantifiable reason to approach someone then maybe you shouldn't approach them and ideology in my opinion is one of the worst possible reasons to approach celebrities if you're trying to build a mainstream community. If you want to build a community of Snowden supporters then if Snowden and other highly controversial political figures post here then you could attract a certain demographic but at the same time if you get too much of that demographic early on it could keep other demographics from ever giving Steem a chance.
The best approach is to go with Qscore and polls. If the Qscore is high then seek them for an AMA or interview of some sort. Do not talk about the tech or the investment. All they need to know is that Steem is a more advanced newer kind of Reddit platform. Let them find out the features on their own or if they ask.
If you go with polls then just poll the community and ask "who on this list of high Qscore celebrities, companies, should Steem associate itself with?". That way you get input from the community but at the same time you only choose people with a high enough score to improve the brand. If necessary give surveys to the community to figure out the initial demographics so you can at least know when demographics change from early adopter to something more mainstream. In theory you could reward everyone who proves they took the survey with up votes.

I'm advocating a metric based data driven approach to marketing Steem. Qscore is one but there is Klout, there is PeerIndex, and some others as well.
The Qscore is the quantification of the appeal of a celebrity or brand. This quantification is important because you can now use a database or spreadsheet to determine exactly who to contact and even try to predict how it might impact the Steem brand. Traditional corporations use the Qscore to decide which celebrities to associate with because by associating with them it raises their Qscore of their brand.
Another way of putting it, the Qscore tells you how hot a celebrity is. The celebrities with high Qscores are all hot and by making a list you know exactly who will be good for the brand. I fully understand you care about Snowden and a lot of people do but at the same time what impact would it have on the Steem brand is another question. If we look at the current pattern in the crypto community there is a great difficulty taking anything mainstream and there might be a reason for this.

That is a good choice. Find someone who has something to sell or market such as a book, an album, a film, or someone who has important research they want to discuss. You can approach them by offering them an audience which to an artist or writer nothing can be more important. You don't have to give them anything except the opportunity to introduce themselves on a new forum. Chances are they want to improve their Qscore if they know what it is and if they don't then why not tell them? Then of course Steem benefits from it too. I also know Qscore isn't the only metric but Klout and others exist so any metrics can improve things for both the artist and Steem.

So what? Competitors can't post on each other's blogs? The tribalism is holding the blockchain tech back. I would say contact Vitalik and see if he is willing to crosspost and when his product can do the same as Steem then we can crosspost on that. I don't see why these technological borderlines have to exist.
Having said all of that I don't think approaching people and just giving free shares is wise. I prefer the tried and proven Reddit approach. Approach for an interview as a journalist just as you would do if it were Reddit. Host the AMA just as it would happen on Reddit. Let them verify themselves, vote them up, hype up their AMA in advance so there is an audience ready to up vote, and that should be that. If they want to buy Steem they can do it with the Steem they earned from being up voted but in any case if they aren't willing to sign up for Steem to market their own book, movie, or do interviews, it might be easier to find someone else with a similar Qscore who will.
Vitalik would be nice but he's just a crypto guy and most mainstream people don't know who he is. There are a lot of academic crypto guys who are more well known. There are professors all over the world with advanced degrees and who are well known. Qscore might work for brand but you also have how many times the academic paper has been cited as a quantification of the level of influence of a scholar.

It would be worth courting tech investor celebrities. Ashton Kutcher and Justin Timberlake immediately came to mind, but after a little Googlin' I came to learn that Nas invested in Coinbase, so he could be interested too. These guys are interested in getting in early on promising investments.

This is exactly the wrong approach. Don't approach with a request for money. Ask for an Interview such as an AMA and don't ask for anything but that which a journalist would ask for. Let them talk about their book or sell their new movie. And don't approach based on Time.com but instead on Qscore. Some people who have a high Qscore are not obvious celebrities and might not even know they have a high Qscore while a person who knows they are a person of influence might have an ego and be different to deal with.
