You can't have cryptocurrency seignorage without a unique and specific cryptocurrency. The best way to have cryptocurrency is by using a blockchain.

The good news is that this represents the easiest means for the regular person to get cryptocurrency - they simply need to post or vote. To your point about linking a bank account, that would be nice, and it's not impossible.
