Steemit is probably not rigged any more than the world at large. It turns out that there's a reason not everyone can make a living on content creation: Success requires a mixture of skill and luck, just like anything else in this world.
Now, if by regular people, you mean people who aren't talented, charismatic or hard-working in any way what so ever, then no, this site will not allow such people to succeed. It's a harsh fact of life that people will not care about you if you haven't got anything special to bring to the table, no matter how revolutionary the platform.
I'm sure many people feel the same way about YouTube. Like Steemit, YouTube crowdsources its content rankings (views and likes), and successful content creators can make money. As on television, charismatic, beautiful and entertaining people have more success than others. That's just human nature for you.
Humans are the "system" and they are "rigged" from nature's side.
