Quantizing this is rather interesting, but it seems you are encourage a higher noise level. Shouldn't a person make comments when they have something valid to contribute or a question to ask? It seems that your strategy (while likely sound) will make hash out of reasonable discussion.

i beg to differ. frequency doesn't necessarily deplete reasonable discussion. there may be a correlation there, but people are incentivized to make quality comments for hope of a higher upvote. just spouting trash isn't incentivized so why would it seem like i'm simply encouraging a higher noise level?
