lots of these community owned projects are popping up all over the world now and some of them are even developing open source tools (like this one) to help you to monitor them.

they even do workshops to show you how to get started to run your own aerial to connect up/into the peoplesopen mesh network in oakland -- i can see a more of these services taking off in the years to come as everything get's squeezed more.
