This incredible post by @heimindanger explains it all very nicely:

I've never had much faith in downvoting because the problem seemed way too big... instead I wanted to life up the content I liked, instead of trying to tackle the stuff I didn't.
@heimindanger reminds us that by flagging people exhibiting behavior we don't like, then we effectively push up everyone who is doing the right thing. I'd never thought of it that way but I really like the concept.
Bid bots cause an imbalance in the Proof of Brain concept that Steem is supposed to work towards, and @berniesanders can't tackle it all by himself, so Clean Trending starts at the top.
It takes the top 25 articles at the minute and shows which ones go into Trending organically versus those that purchased the votes. It has pre-ticked those articles/posts that have higher than 50% bid bot support.
(It also has a Cleaners column, but I'm not 100% sure what that's about.. flagged by Steemcleaners perhaps?)
You then just click on the 'Downvote the trash' button and chuck in your private posting key and you're done.
Since it's so easy, you don't need to worry about retaliation since lots and lots and lots of people can contribute.
Each post ticked takes 2% of your VP, so if your Voting Power isn't charged you may want to untick some.
This is an incredible tool that should help the platform as a whole... many great posters have left, just in the short time I've been here, while junk rises to the top unfairly. It's time to send a message.
Thanks so much @heimindanger!

I really like this! There're too many "trending" articles artificially made by voting bots these days. At the moment, 17/25 (68%) of articles are made trending by voting bots.
Downvoting a post can decrease pending rewards and make it less visible. Common reasons:
