They can downvote every active post you have, unfortunately. The ones that have paid out are just wasted juice, on their part!

So policies here are never enforced..?

There is no "policy" on down-voting. Very little written rules here.

...specifically this:

"Do not downvote content simply because you dislike its author. In particular, don't downvote a post just because its author downvoted one of yours. That's childish."

It was written two years ago, it says...which puts it at the founding period, right? Still not policy, though?

If it was a post, then no. But that is the best way to be, I agree. Who would enforce?
We have no Steem Cops... This thing we call STEEMIT is a grand experiment in Anarcho-Capitalism, and if we cannot "self-police" a simple Social Network, how can we do it on a larger scale, like Real Life Communities and City-States, or Countries? I agree with what was written by @Cyrano, but he is just one of us. Great Big Orca, but just another Steemer. Darn near a whale. Maybe he is between his main account and his witness account. He is just trying to set the "community standards".

Gotcha. I wish a group of whales and dolphins could come together on at least this one thing and establish a policy. People are being ruined and driven off the site. The long-term reputation of the entire community is somewhat at stake.

I hear ya about the "self policing" thing, and I agree, but then I am a Constitutional republican, not an anarchist...though that's a heckuva a lot better than the other end of the spectrum, for sure.

Listen, I really appreciate your time and comments. You didn't have to do all this for a newb, and I am truly grateful.

Anarcho-Capitalism is not too far from a Constitutional Republic, just one degree more towards total self-governance IMO. In effect, it could be much like the Founders intended...
