As for bidders - it's more like payers, because @tipU is not a bidding bot.
The upvote ROI depends on demand/supply of the upvotes and ranges between 0% and +20% (so no negative ROI like some bidding bots).

By the way, the thing with @tipU is that if today's APR is low, the tomorrows will most probably be higher. That's because @tipU "saves" unused voting power and can use it the next day to generate more profit.

I thought the bot only do vote on its 98%-100% VP. But even if the bot does that way, the average profit in 3 -5 days is still remaining the same overall!

98%-100% - this is how bidding bots operate, @tipU is not one of them ;)
And yes, the average total profit for each 3-5 days periods is roughly the same, although there were times when @tipU had unused VP for several days and used all of it after this period.

Also the STEEM price influences how much profit can be generated.
