Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

You need to go to steemit.chat to find out. Click the link attached above that says steemit.chat. Then go to the steemitabuse-appeals channel to talk to someone there. They will tell you why and if talk nice to them they might remove you from the black list.
