Any chance you could impliment the ability to add a small comment on why you are re-steeming a post?
Ideally the comment would be mandetory that way it would cut down on people re-steeming simply for the curation rewards. I know they could put any old rubbish in but if cheetahbot is capable of finding dodgy stuff then I'm sure someone could write something to weed out dodgy re-steems?

This would be a major improvement. It should just be a little extra metadata on the blockchain. I've suggested this a few times, but not gone as far as raising it on Github

Even though I'm renowned for disliking 140 characters I would see this as a Note type thing. Sort of "This looks really interesting and worth you guys spending a few minutes reading." I wouldn't be looking at this feature as some kind of 'New Thread' thing.
