Yes. Ouch, when I see the images. I know you (@ikpefan) only want to do good, but your fighting the symptoms, not the causes. Spraying insecticides will worsen the situation year by year. It just adds up ober the year destroying your soil life and weakening your plants even more.
You should focus on extremely heavy mulching of about 6-9 inches of whole plant shreddered (so the greens and browns of the shreddered plant). And plant an abundant mixture of support species throughout your orchyard. The more colros, sizes and forms you plant, the more any pest will be confused and find other favourite plants.

@my-permaculture you are right, mulching and support species are some of the missing elements in this gentleman's orchard.
I see that one of the tags in this post is Nigeria so i presume that mr. @ikpefan lives there and I presume there isn't an abundance of resources there. Nonetheless i am sure he has access to cows and chickens, he can use fresh manure tea on the fallen leaves to inoculate them and step by step eliminate the habitat for the fungus spores.
For controlling the insects, he can use chickens, by grazing under the trees exactly when the insects are reproducing and are looking for a place to lay their eggs.

Recipe for fresh manure tea:

  • one 15 litres buchet
  • 10 liters of rain water (without chlorine)
  • 2 kg of cow manure
  • 250 grams of sugar or molasses or rotten fruit ( something sweet)
  • one aquarium air pump or another buchet
  • one old t-shirt
    Mix rain water with sugar and manure. if you are using an air pump let it be for 3 days. if you don't have an aquarium air pump, pour the mixture 10 times from one bucket to the other, 3 times a day for 3 days. After that the process is over.
    Strain the liquid using the t-shirt effectively removing plant residue and weed seeds.
    Use a broom to spread the liquid on the fallen leaves.
    DO NOT APPLY ON THE TREE!!!!!! just under the tree, on the grass and fallen leaves,
