It would be great for multiple reasons
- You could UNVOTE anyone who posts you a comment without reading the post.
- You could UNVOTE anyone who makes a stupid post.
- You could UNVOTE anyone who plagiarized content.
But that will never happen because...
- Malicious people could use the UNVOTE button inappropriately.
- People would give UNVOTES for a post just because they disagree with the content.
- Many people would go into debt.
- Maybe your post is not so stupid after all!

The "flag" is basically a downvote or "unvote" as you say...these reasons are basically why it exists. Hope this helps :)

Elflag, funciona como tal. Al lado de cada comentario, e incluso en un post tienes un ícono que es como una banderita. Funciona como un downvote y según más steempower tengas más intensidad tiene el "downvote"/flag.

There's already the flag/downvote button, BUT it costs Voting Power to use so most people won't use it unless they're forced to... there are already Downvote battles on steemit.... Wars where everyone loses.
