Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

  • Disagreement on rewards
  • Fraud or plagiarism

  • Miscategorized content or spam

    Good idea. Twitter became popular cos they saved people time. A 3-400 character limit might make Steemit snappier. Nothing worse than wall o'types that make readers glaze over.
