I'm not sure we can prevent trolls, but we already have bots that spot plagiarism. If just takes a couple of whales to flag him and we won't see his comments or posts. He may get lucky now and then, but is unlikely to build up enough SP to do real damage. We don't want to restrict people too much, even if that risks having some bad apples.
I have encountered someone who was flagging a lot and had enough SP to harm reputation. He seems to have stopped now, but others were cancelling out his votes. I think the community can use the power of Steemit to deal with troublemakers. It should be trivial to spot serial flaggers.

Well, I mean like...It has been said that he (assuming "he" is all of these people) is causing people to leave Steemit.
Just a thought - and no offense meant towards anyone - but what if the "suspects" turn out to be normal people who are trying to make a living here on Steemit, and while they are tiny minnows trying to figure out how this platform works, they begin getting picked on because people believe that they are some dude way off in the middle of Pakistan whom has next to no followers, nor Steem Power....If that were me, I would leave the platform completely. I think cold, hard evidence is needed before "I think this person is that person because they seem the same" posts are made. That sort of thing is risky.
Maybe they are all the same person, maybe they are not...But they are not going to destroy anything on the platform, nor are they robbing us, nor are they causing people to leave...Truth be told, they probably don't even know how to withdraw what tiny amount of earnings they have made. Now if he powers up 10,000SP and begins flagging everyone, then we have a problem...but those problems are always handled by counteracting the flags by sane people with more SP...Trolls never survive here on this platform unless they change their ways.
Again, no offense meant towards you or anyone, just some thoughts that I have had this morning. :)
