I've seen it happen with myself. When someone voted for my comment it switched to 1, making me believe that not having any votes somehow screws up the algorithm.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

    Ok cool... Thanks for the share. I continued to reload the screen for some time and it was not changing. I then went to the Steemtools website and had seen the account was just started.
