As I remember, it can only be adjusted if SP> 500, please correct me if I were wrong, I suggest you to go for FAQ section, I think it helps. sorry I am also a newbie here, still learning steemit :p

I think it's activated after a certain threshold of Steem Power. If SP is too low, you don't get the option.
