Although I do not agree with your #2 because I do not support plagiarism and never will and the idea might encourage abusive trolls here and so history might repeat its bitter self - I upvoted because I RESPECT that you also have your prerogative in casting your votes just like we all do.

With lottery it will be easy to spot plagiarism as all community attention will be on that post (I presume that you will publish who is the winner).
The problem is with other random content you may curate that is plag and goes unnoticed. It would be very helpful if you spend at least 20 seconds to quickly check up content of the post from unknown low rep minnows to look for abuse patterns (no photo sources, potential copy pasta, Google translation etc). I know that you have limited time but that would really help. There is a problem with scammers fishing for your and blocktrades votes.

I disagree with this. Plagiarism in absolutely no way should be upvoted. For the respect of other content creators. Also it incentives scammers who just manufacture accounts with plag to fish for random votes (by blocktrades or example). There are so many such accounts popping out every day that steemcleaners cannot keep up with finding them. There are not enough people to find them out. Constantly they find plag posts that earned substantial reward from blocktrades (sometimes by you or berniesanders) that are past payout because they went unnoticed both by steemcleaners as well as community. It is hard to find them on time and report to you before payout so any of you 3 can remove upvotes. Just because of that upvoting we cannot get rid of this scammers who keep generating those accounts persistently as they see profit. Upvoting such content only attracts vultures and scammers not quality content creators.

This is my very first comment on Steemit on my first day. I just love learning curves! As a light shaman, neuro-hacker, permaculturalist, researcher, artist, and healer; I'm excited to see what the Steemit world has to offer. This should be a great deal of fun.
I'm off to find interesting bits and pieces on neurology, the pineal gland, light therapies, fractals, philosophy, and the like. I'll get a feel for what articles exist and where the need might be in the future.

Seems okay. There have been a dozen or so complaints about voting on "bad" posts out of hundreds of posts and comments that have been rewarded. No, it was stopped some time ago. It was controversial with some people really enjoying it but others upset that abuse posts were being rewarded (due to random selection). In any case I have moved on to other approaches, mostly by voting less and encouraging other whales to do the same, so more rewards are distributed by votes from non-whale users. It serves some of the same purposes of this idea (making some rewards more accessible to everyone, not just a few favorites) but in different ways.
