    There is the 'minnow bug,' that just rounds small payouts down to 0.
    That's why most people don't get anything for comments.
    It's very disappointing -
    Voting does affect the rep-score, at least ...

      I do find that any pending reward under 2c will end up as zero, but I see a lot of comments with no votes at all. A 1% vote is better than nothing
