Do we really want restrictions on what whales can do? They are the guardians of Steemit, but the only qualification is having lots of SP. Some may choose to use it for evil, but I think that's a small minority. You complain about a good post missing out on a big payout due to flagging/downvoting, but is it okay for mediocre posts to make hundreds just because the authors are favoured by certain parties? Like life Steemit is not always 'fair', but on average I think it's good. If someone is being unfairly flagged then often others will step in to counter it. I guess the issue is that there's no real penalty for flagging, so anyone can do it if they don't mind getting some hate.
We may see Steemit take off in certain countries such as Korea and some may not like that. It's been US dominated so far, but that could change.
I'm not an all out capitalist, but I'm interested to see if a system without restrictions can work.
Good whales are stepping in like you say, but Steemit is an ongoing improvement process - were still in Beta phase after all. It does us all good to look at the W in SWOT analysis from time to time :)

Did they flag you? It really is the wild west here. If we don't have central moderation we will see some ad behaviour. The whales have a lot of power, but that's how it works. Sorry it cost you
