I am disappointed now on steemit - 7000+ Followers - Nice Articles or Posts But No Upvotes

You've 46 followers if I saw right, not 7000. That is a BIG difference as a number.

However looking at followers you'll quickly discover that there are two or three types of followers:

  • f4f, following you only for following them and only because of having a big number
  • kind of interested in the things you post, still inactive
  • kind of a friend: interested in the things you post and will comment sometimes (maybe 1/3 of posts)

Ofc the latest type is the rarest. The mid type might like your stuff. The first type is a number.

(it's everywhere like that; made my biggest experiences on G+; plus that this site is missing a notification function)
