Thanks for the tips, jfollas. So maybe the "3" is a hint that the runes stand for numbers? On this rune website, the rune symbols are paired with numbers. ᛓ = 1,ᚨ=4, ᚹ=3, ᚱ=5. If we look at the placement of the symbols, ᛓ+ᚹ=ᚨ (1+3=4), and if symmetry holds, then "?"=ᚱ=5?

Hi timsaid, wow, this looks really interesting and fun! I'm new to the Crypto Challenge and I don't know much about cryptography, but I do like riddles and would like to give this a try!

unfortunately second hint is encrypted but no password is matching when I'm trying to decrypt it. MD5 hash decryption result is Uran. Uran is part of Navi Mumbai city of Maharashtra state in Konkan division. It lies in the Raigad district, east of Mumbai across the Dharamtar Creek. Uran is primarily a fishing & agriculture village, which has developed into the special economic zone of Uran. The primary language spoken is Agri& KOLI which is a dialect of Marathi. I think I'll be able to get more if the decryption works for the second hint. Thanks
