In case you did not know, new power downs are disabled for users with less than 30 undelegated Steem Power.
It reminds me of Youtube's policy of denyial of payment from users with less than 10,000 views and of tsu.co's policy of denial of payment from users with less than 100$ to their credit.
Previously one could not power down less than roughly 2SP, and now this limit skyrocketed to 30SP.
