Why hasn't the website tamilrockers.net been banned yet?

Actually, Tamilrockers or anyother such websites have their servers setup in some other countries where the laws are friendly to their percepectives.They have their alternative servers setup.when some one or some institutions ban their websites they instantly,shift to their other alternative servers which work as auxilary setup.
Now even the website might seem to be banned for the officials but the wesite is accessible through these auxilary or alternative servers.
