Yes, what you give to the church should go to paying the salaries of those in ministry.

Tithing was part of the old covenant that God had with Israel. We're not commanded to give 10%. We could give less. We could give more. As Paul said,

(2 Corinthians 9:7 NIV) Each man should give what he has decided in his heart to give, not reluctantly or under compulsion, for God loves a cheerful giver.
