How to load videos in high quality in a slow network - Please read it and let the Youtube or Dtube community know this

In slow connection it will be very hard to watch high quality video. I have a solution for the problem.

Let us suppose I uploaded a video of 10 minute. Then we can design a system where the video will be 4x or 8x or 10x its original speed. Then when a audience plays the video then the system will automatically play the video 4x or 8x or 10x slower than uploaded speed. Then the video will be played normally. In future we can play the video 100x or 1000x and all the content will be played in HD quality without buffering. 

I live in a country with the lowest internet speed and this method may be a great help for we people.
