Genealogist here. Don't panic, at least not yet. The DNA services are notoriously terrible at IDing Native American DNA, but I'm surprised that your dad wouldn't be on the rolls if he is 25%. If you want to contact me directly I would be glad to look into it for you, check censuses, historical records, etc., for clues. I hope to hear from you.
