It will be notable if, on his way out of office Trump loses his first veto battle (on his veto of the NDAA). There's really no good interpretation of a decision that compounds one's losses unnecessarily.

And on the relief package, Mr. Art of the Deal waited until after the bill was passed to get involved and make his preferences known?

It's clear that over his four years in office Trump has not learned how to be president in a system of a separated powers, presumably because his whole background is decades of managing in an authoritarian business model. But real political negotiating doesn't provide the instant gratification that an adoring crowd at a political rally does.

And that is the essential reason why Trump will be remembered as a failed president.
