This is an interesting concept but it could have a dark side. What is to stop some bad actor from putting out a contract on hacking some organization or person. What if some creep wants the address of a celebrity or other person to kidnap or stalk them so he puts out a contract on that info and a hacker with an incentive delivers on it. This could be a good tool for a more open honest society but we have to realize these things might happen and plan accordingly. 10/10 in the first day someone will put a contract on Trump's tax returns.

The potential for good is way bigger than the potential for bad, as it's usually the case with technology. Technology is politically neutral, but it ends up delivering much more positive than negative in the long term. However, people have to accept that just like with anything else in life, there will be good but also bad things done with it. You can never change that for the same reason you can't "eradicate evil" from Earth.

Also, smart contracts like you said will be possible on any smart contract platform, not just Trutheum. To a certain degree, it's already possible to do those things even without smart contracts, today.
