Keep it short and to the point (try not to exceed 110-120 characters to facilitate RT), and be aware that Twitterers are fond of quotes, videos and images (use Twitter cards).

Use the right (most popular) hashtags: you can use specialised selection tools, such as Rite Tag.

But don't overdo it either: 2 is good. Don't hesitate to use location hashtags, for example.

Advertising on Twitter
Twitter offers paid promotion solutions: sponsored tweets, sponsored accounts, or sponsored trends.

Sponsored tweets are normal tweets that you choose to showcase to a wider audience, or as a call to action. They will appear in Twitter search results, in the TL or on user profiles.
Sponsored accounts allow you to be suggested by Twitter to a specific audience. Twitter will display them in the suggested accounts section, or in the results page or TL.
Sponsored trends are used to highlight a news item or reaction to a news story. Twitter will display sponsored trends at the top of the trends section, or on the "Explore" tab.
