Is Ph.D. Compulsory for Appointment as an Assistant Professor?

Yes, for the first answer.

No for a second in my opinion. Because:

The quality of a Ph.D. depends on the research topic, guide, and university.
If someone does research on old existing technology just for a degree without bringing any improvement to technology, then what is the point of research?

There are universities and guides in India that give you a degree after 4–5 years for point (2) case.
Average colleges in India usually don't have any M.Tech/MS students. So for teaching only B.tech students, M.Tech from a good college is enough
If one does a Ph.D. from a bad university, what research will he/she do after that?
Instead of making it compulsory to pass an All India exam example UGC NET would have been much better.
In today's scenario where jobs are decreasing, this new policy will either waste years of M.tech people who would have otherwise started teaching job OR it will make them unemployed
Other than that private colleges will make more money to give PhD degree as everyone cannot get IIT/NIT
So the Rich will become Richer

And Poor will become Poorer

Note that the syllabus has not changed, it is still outdated….
