I believe you're referring to the "Low voting power" refund. Whenever my voting power is under 70% all transactions are refunded until I have between 75-80% voting power again.
This is to make sure I do not lose all my voting power.

Downvoting a post can decrease pending rewards and make it less visible. Common reasons:

No problem, there's no definitive answer on that as I have to manually re -enable the bot as I have not (yet) added an automated function for this.
But you can expect that the bot will be up and running within 12-24 hours. I generally re-enable it once it's over 75%, most likely around the 80% mark.
