[UtopMod] New Feature: Get User, Utopian QA and Price Specific

Pending command was bug. I solved it. 3th API was about not working.

What features did you add?
Get User Add
Added / get_user command. You can see basic information about it by entering a user name.
Example / get_user pars11.
Me Editing
2 new information added to / me command. Followed and follower information
