Oposición desmiente al gobierno: “No hemos llegado a ningún acuerdo”

La mesa de negociación entre el gobierno y la oposición terminó sin acuerdo luego de tres días intensos dereuniones en República Dominicana. El tono de las declaraciones posteriores dejó entrever que no todo discurrió con el optimismo y la euforia que quiso mostrar Jorge Rodríguez, jefe de la delegación del gobierno, para el que ya hay un preacuerdo de entendimiento, del cual no dio detalles.
Julio Borges, jefe del grupo opositor, desmintió a Rodríguez. “No hemos llegado a ningún acuerdo. Hay aspectos en los que ha habido avances y otros muy importantes en los que no”, indicó.
Minutos antes el representante del gobierno dijo que todo estaba finiquitado. “Firmamos un acta donde están contenidos los elementos del preacuerdo entre la derecha venezolana y la República bolivariana de Venezuela”, expresó.
Borges aclaró: “No se ha firmado ningún preacuerdo. Debo ser muy claro: No hay un preacuerdo”. Explicó que existía un acta en poder del presidente de República Dominicana, Danilo Medina, en la que se plasmaron los avances logrados. “Hay otros temas en los que no hay avances. Que quede claro eso. Pero eso no es ningún preacuerdo”, subrayó.
Y recalcó: “O se logra un acuerdo integral o no se logra el acuerdo”.
Borges aseguró que fue difícil construir soluciones y que muchos temas importantes requieren seguir trabajándose. “Es importante que todo el mundo lo entienda, no hay acuerdo hasta que todo esté acordado”, concluyó.
En rueda de prensa el mandatario dominicano señaló que nada está aprobado. Añadió que las partes iniciarán procesos de consulta para discutir los asuntos que quedaron pendientes. Mostró a los periodistas el acta de avances de la agenda y dijo que se estableció un plazo de tres a cinco días para una próxima reunión en Santo Domingo. “Tentativamente el próximo lunes se reunirán para tratar de llegar a un acuerdo aquí”.
Jorge Roig, Colette Capriles y Juan Manuel Raffalli, asesores de la oposición, a través de Twitter ratificaron que no se había firmado ningún preacuerdo y que todo se trataba de una manipulación mediática del gobierno.
“Lo del preacuerdo es una farsa para postergar y justificar una fallida negociación hasta ahora”, precisó Roig.
“No caigan en la manipulación: no hay acuerdo, no hay preacuerdo, no hay firma de nada. Recuerden que el gobierno está desesperado por legitimar su posición”, aseveró Capriles.
“Lamentablemente no hay acuerdo. Intransigencia del gobierno en aspectos fundamentales intentan cerrar la vía electoral”, afirmó Raffalli.
Dos son los puntos neurálgicos en los que no ha habido acercamiento entre gobierno y oposición: las condicioneselectorales y el reconocimiento de la asamblea nacional constituyente. Según fuentes cercanas a la negociación, el oficialismo no quiere retrasar la fecha de las elecciones presidenciales, aunque la oposición insiste en que se hagan en el segundo semestre del año para garantizar el cumplimiento del cronograma electoral.
Otro de los aspectos que se debatió intensamente fue la solicitud del oficialismo para que se levanten las sanciones económicas. Hubo avances en la posibilidad de abrir un canal humanitario para atender la severa escasez de medicinas y alimentos, y en la liberación de presos políticos.
Opposition denies the government: "We have not reached any agreement"

The negotiation table between the government and the opposition ended without an agreement after three intense days of meetings in the Dominican Republic. The tone of the subsequent statements hinted that not everything ran with optimism and euphoria that wanted to show Jorge Rodríguez, head of the government delegation, for which there is already a preliminary agreement, which did not provide details.

Minutes before the government representative said that everything was finalized. "We signed an act where the elements of the pre-agreement between the Venezuelan right and the Bolivarian Republic of Venezuela are contained," he said.
Borges clarified: "No pre-agreement has been signed. I must be very clear: There is no pre-agreement. " He explained that there was a record in the possession of the president of the Dominican Republic, Danilo Medina, in which the progress achieved was made. "There are other issues in which there is no progress. Let that be clear. But that is not a pre-agreement, "he stressed.
And he stressed: "Either a comprehensive agreement is reached or the agreement is not achieved."
Borges said that it was difficult to build solutions and that many important issues require further work. "It is important that everyone understands, there is no agreement until everything is agreed," he concluded.
In a press conference the Dominican president said that nothing is approved. He added that the parties will initiate consultation processes to discuss the matters that remained pending. He showed the journalists the progress report on the agenda and said that a period of three to five days was set for a future meeting in Santo Domingo. "Tentatively next Monday they will meet to try to reach an agreement here."
Jorge Roig, Colette Capriles and Juan Manuel Raffalli, advisers to the opposition, through Twitter confirmed that no pre-agreement had been signed and that it was all a media manipulation of the government.
"The pre-agreement is a farce to postpone and justify a failed negotiation until now," said Roig.
"Do not fall into manipulation: there is no agreement, there is no agreement, there is no signature at all. Remember that the government is desperate to legitimize its position, "said Capriles.
"Unfortunately there is no agreement. Intransigence of the government in fundamental aspects try to close the electoral route ", affirmed Raffalli.
There are two neuralgic points in which there has been no rapprochement between government and opposition: the electoral conditions and the recognition of the constituent national assembly. According to sources close to the negotiation, the ruling party does not want to delay the date of the presidential elections, although the opposition insists that they be held in the second half of the year to guarantee compliance with the electoral timetable.
Another aspect that was discussed intensely was the request of the ruling party to lift the economic sanctions. There were advances in the possibility of opening a humanitarian channel to address the severe shortage of medicines and food, and in the release of political prisoners.
