I would imagine with stable gyroscopic technology, like that which is in Segway scooters, that something like this could very well be economically viable!

I think the dedicated tracks, not so much.

If a concept like this could prove stable without a dedicated track, it would revolutionize traffic using a multi-level approach without having to add the required infrastructure to support it.
